Housing & Homelessness

GoalA stable home people can afford, with the support they need.

How I see housing

Housing needs are not all the same

I want everyone to have a home. That requires financially viable construction, and public and nonprofit investment where needs remain unmet. We have to understand why people are struggling to find or keep housing before deciding what would help.

Someone who cannot afford rent and someone who needs ongoing care do not necessarily need the same response. Some people need both. Treating them as the same problem makes it harder to address either.

Affordability and care

Affordability and care are different questions

Can someone afford a suitable home? What support do they need to live there? The same person may need help with both.

Help people stay housedWhere possible, address changes in income, health or services before they become a housing crisis.

More ongoing support needed

  • Help coordinating care and services

More support needed · Greater ability to pay

Supported living and care

  • Home and community care
  • Accessible housing and neighbourhoods
  • Provincial health and support systems

Less support needed · Less ability to pay

Help with housing costs

  • Rent-geared-to-income housing and benefits
  • Non-market and affordable housing
  • Preservation of existing affordable homes

Less support needed · Greater ability to pay

Market housing

  • Supply, zoning and approvals
  • Infrastructure and financially viable projects
  • Getting approved homes built

Lower ability to afford adequate housingHigher ability

How I would apply that

Identify the barrier before choosing the response

If approved homes are not being built, I want to know why. Is the project held up by City processes, financing, infrastructure or something else? I would use that understanding to decide what to pursue at Council. An approval only helps someone find a home if the home gets built.
